We, the undersigned, call on the Yemeni parties joining the negotiations scheduled for the 18th of April in Kuwait to reach a peace settlement including a roadmap for the implementation of UNSCR 2216/2015 and other related internationally-brokered resolutions. We call upon them to fully commit to the upcoming negotiations and not to leave the negotiating table without returning the country to a viable tack to peace that could succeed in putting an end to the suffering of millions of Yemenis who are trapped in displacement, hunger, insecurity, and lack of minimum standards of life.

The upcoming negotiations have been preceded by positive developments including the ceasefire that began on the 10th of April, and before that the cessation of hostilities on the Yemeni-Saudi borders, and finally the two local ceasefire agreements in Mareb and Taiz. The negotiations will be held in the State of Kuwait, the country that hosted Yemenis in the historic 1979 unity talks and hosts them again this time providing a rare venue for Yemenis to redefine their relationships with each other. All these indicators make the upcoming Kuwait talks a historic opportunity to end the bloody wars in Yemen and restore the shattered confidence of Yemenis in their political leader’s ability to secure their right to live in peace.

In order to spare the lives of Yemenis, we call upon the parties of the Kuwait talks to not allow this opportunity to escape. Since the last round of negotiations in December 2015, thousands of Yemenis have been killed and hundreds of thousands have lost their homes and jobs, with children and women continuing to be the ones who suffer most in this cycle of violence. Since this conflict started more than a year ago, the humanitarian situation has deteriorated greatly: millions of Yemenis sunk into poverty, more than two million Yemenis lost their houses, and the number of those who are in urgent need of humanitarian assistance has increased to more than 21 million Yemenis. In addition, the ongoing conflict has provided a fertile environment for the activity of extremist groups, making international terrorist groups the biggest winners in this war.

Therefore,

We repeat our calls to all local, regional, and international parties to own up to their historic and humanitarian responsibility towards the catastrophic situation in Yemen, and to work towards reaching a binding agreement that achieves the aspirations of Yemenis for a just peace, puts an end to the wars and violence, and achieves justice to Yemenis. We also call on the United Nations and the international community to intensify their efforts in facilitating and implementing a peace agreement that takes into consideration universal human rights and national partnership among Yemenis.
