“Ajnad Misr” represents the logical evolution of al-Qa’ida. The militia has carried out significant attacks in Egypt such as the bombing of the Security Directorate in Cairo and the assassination attempt of the Minister of Interior. While al-Qa’ida operates hit-and-run tactics, Isis occupies and governs the territory, resources, and people it occupies. Al-Qaida, on the other hand, never managed to occupy territory or govern it neither in a modern system of governance nor in an obsolete one. It is clear, then, that there are jurisprudential differences between Al-Qaida – and its sisters – and Isis.
